The Waverley Rail Project was finally handed over to Network Rail recently with a press announcement rather than a more conventional Statement to Parliament.

At the beginning of November 2012 it is claimed the Deputy First Minister failed to disclose to Jim Hume MSP, during a Parliamentary Debate, that the handover as about to take place.

Jim claims this is an “unacceptable bit of ministerial behaviour” that leads to yet more questions about the SNP administration and thier attitude to transparency and openness.

“The failure to inform Parliament first shows scant regard for Parliament and a failure of open government“, said Jim.

This example is yet another part of a worrying pattern given recent discussions over EU membership.
